Bhubaneswar Development Authority Hosts Public Hearing for TP Scheme-8

Bhubaneswar: The Bhubaneswar Development Authority (BDA) conducted a public hearing today with landowners from Andharua and Daspur areas to discuss the draft Town Planning (TP) Scheme-8. This initiative is part of the city’s efforts to develop its inner ring road and enhance peri-urban infrastructure.

Landowners from the designated mouzas actively participated in the meeting, offering suggestions for transparent and planned development. Key officials in attendance included BDA Vice Chairman Dr. N. Thirumala Naik, Deputy Commissioner (TP) Bhabataran Sahu, and other senior administrative and local representatives.

Deputy Commissioner Sahu presented the objectives of the TP Scheme, highlighting the progress achieved under earlier schemes and the ongoing development of the ring road passing through the area. The meeting provided an overview of the draft plan prepared after the declaration of intent for TP-8 on January 30, 2024.

Under the TP Scheme, landowners will contribute 40% of their land for urban infrastructure development, retaining 60% with increased value due to improved connectivity and amenities. Proposed infrastructure includes roads of 9 to 18 meters in width, along with drainage, water supply, sewerage, and electricity networks.

Dr. Naik assured timely implementation of the scheme and urged landowners to utilize the TP Scheme Help Desk at the Kalinga Nagar TP Office for support. Sub-Collector Manoranjan Sahu was requested to address pending revenue issues to streamline the process.

The TP Scheme aligns with the Comprehensive Development Plan (CDP) 2010, which proposes a 64.9 km ring road to connect Bhubaneswar’s peri-urban areas. The BDA aims to execute 45 TP schemes across 58 revenue villages along the ring road, reducing land acquisition needs and promoting sustainable urban growth.

The Town Planning Scheme adopts a land pooling approach, redistributing land in an organized manner while reserving areas for open spaces, social infrastructure, and affordable housing. This model has been instrumental in ensuring equitable development and enhancing land value for participating owners.
