Bhubaneswar: The 17th Odisha Legislative Assembly commenced a two-day orientation-cum-training program for its newly elected MLAs today in Bhubaneswar. This program, aimed at equipping first-time legislators with essential knowledge and skills for effective legislative participation, is being led by Speaker Surama Padhy. However, the event was overshadowed by the absence of opposition parties, with both the BJD and Congress boycotting the program.
Union Parliamentary Affairs Minister Kiren Rijiju, Chief Minister Mohan Majhi, and Deputy Chief Ministers Kanak Vardhan Singh Deo and Pravati Parida were among the key attendees, along with other members of the Council of Ministers and BJP MLAs. The absence of opposition leaders, including Leader of Opposition Naveen Patnaik, marked a significant political statement as the orientation proceeded without them.
The program’s agenda included a series of sessions where senior BJP legislators shared their experiences with the new MLAs. The discussions were focused on familiarizing the newcomers with the rules, proceedings, and decorum of the Assembly, as well as offering insights on effective legislative performance.
In his address, Union Minister Kiren Rijiju provided key guidance to the new MLAs, emphasizing the importance of discipline and dedication. “Avoid being a headline for the wrong reasons… Focus on research, work hard, and maintain the House’s decorum. Continuous learning is crucial for a successful career as an MLA or MP,” he advised.
State Parliamentary Affairs Minister Dr. Mukesh Mahaling outlined the goals of the orientation program, explaining, “This initiative is designed to deepen the legislators’ understanding of their constitutional roles, parliamentary traditions, and proper conduct. It is also intended to prepare them for effective participation in legislative affairs, especially in light of new laws being passed in Parliament.”
Addressing the boycott by opposition parties, Minister Mahaling downplayed its significance, stating, “The Speaker is leading the program, and the Chief Minister inaugurated the event alongside Union Minister Kiren Rijiju. The opposition’s absence is unfortunate, but everything is proceeding according to the rules of the Assembly. Their boycott seems more politically motivated than substantive.”
Despite the absence of opposition members, the program continued with a strong focus on preparing the new MLAs for their legislative duties, emphasizing the importance of discipline, research, and long-term career development in public service.
