NITI Aayog Releases Report on S.A.F.E. Accommodations for Industrial Workers

New Delhi: NITI Aayog has unveiled a comprehensive report titled “S.A.F.E. Accommodation – Worker Housing for Manufacturing Growth”, underscoring the critical need for secure, affordable, flexible, and efficient (S.A.F.E.) housing solutions for industrial workers. The report identifies key challenges in worker housing, proposes actionable solutions, and emphasizes interventions to scale up these accommodations nationwide.

The initiative gains momentum from the Union Budget 2024-25, where the Hon’ble Finance Minister highlighted the importance of rental housing with dormitory-style accommodations for industrial workers. This program, to be implemented through a Public-Private Partnership (PPP) model with Viability Gap Funding (VGF) support and commitments from anchor industries, reflects the government’s focus on enhancing the manufacturing ecosystem.

India is set to elevate the manufacturing sector’s contribution to GDP from the current 17% to 25% as part of its vision for Viksit Bharat 2047. This aspiration aligns with flagship initiatives such as Make in India and Atmanirbhar Bharat. Achieving this target requires a robust workforce strategy, including access to affordable and proximate housing for industrial workers.

The Economic Survey 2023-24 projects the need to create 7.85 million jobs annually until 2030 to sustain economic growth, with the manufacturing sector accounting for a significant share. However, inadequate housing near industrial hubs remains a significant barrier, resulting in workforce instability, high attrition rates, and reduced productivity. This issue is particularly pronounced for migrant workers and women, limiting the sector’s growth potential.

India’s manufacturing ecosystem faces critical challenges, including inflexible regulations, financial constraints, and insufficient private sector engagement in worker housing development. These gaps restrict the availability of quality accommodations, hindering workforce stability and sectoral expansion.

The S.A.F.E. Accommodation initiative provides a holistic framework to address these challenges. By aligning regulatory and financial mechanisms, the initiative aims to unlock sustainable housing solutions that enhance workforce productivity, improve living conditions, and attract global investments.

As India progresses toward becoming a $5 trillion economy, addressing worker accommodation challenges is paramount. The government’s focus on initiatives like S.A.F.E. accommodations is expected to strengthen the manufacturing ecosystem, bolster economic growth, and position India as a global manufacturing hub.

The report calls for urgent action, leveraging innovative partnerships and policy interventions to achieve the vision of Viksit Bharat and a thriving manufacturing sector.
