Mussoorie: The National Centre for Good Governance (NCGG), in collaboration with the Ministry of External Affairs (MEA), has inaugurated a two-week capacity-building program (CBP) for civil servants of Bangladesh. The program, organized at the NCGG campus in Mussoorie, marks the commencement of the 69th and 70th batches.
The inaugural session, chaired by Shri V Srinivas, Secretary, DARPG & Director General, NCGG, highlighted the collaborative effort between the Indian and Bangladeshi governments to enhance the capacity of civil servants. Following the completion of the first phase of CBP for 1,500 civil servants, an MoU was signed with the Government of Bangladesh to train an additional 1,800 civil servants by 2025. Currently, 940 officers have undergone training as part of this initiative.
Shri V Srinivas emphasized that the capacity-building program focuses on crucial areas such as Land Management Practices, Land Acquisition, Digitization of Land Records, Land use planning, and other expertise needed by civil servants at the field level. The program aims to facilitate the exchange of knowledge and innovations implemented in India to enhance governance and public service delivery. Participating officers were encouraged to actively engage and understand the Next Generation Administrative Reforms being implemented during India’s Amrit Kaal Period.
Dr. A. P. Singh, Course Coordinator, provided an overview of the program, highlighting various initiatives and areas covered, including governance paradigm shifts, digital technology in housing, disaster management (especially in coastal regions), public-private partnerships, the Swamitva scheme for property validation in rural India, leadership, coordination, communication, e-governance, digital India, GeM (Government e-Marketplace), PM Mudra Yojana, land acquisition, public policy & implementation, circular economy, and election management.
NCGG, in partnership with MEA, has successfully conducted training programs for civil servants from 17 countries, including Bangladesh, Kenya, Tanzania, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, and Cambodia. The capacity-building program will be supervised by Dr. A.P Singh, Course Coordinator, Dr. Mukesh Bhandari, Associate Course Coordinator, Shri Sanjay Dutt Pant, Programme Assistant, and the dedicated capacity-building team of NCGG.
This collaborative effort reflects the commitment of both countries to fostering strong partnerships, sharing best practices, and promoting effective governance for the benefit of their citizens.
