New Delhi: The Department of Land Resources organized the eighth edition of Bhumi Samvaad, a National Conference addressing “Sharing of Best Practices in Land Management Modernization.” Held at Vigyan Bhavan, New Delhi, on February 8th and 9th, 2024, the event was inaugurated by Union Minister of Rural Development and Panchayati Raj Shri Giriraj Singh.
Delving into critical issues, the first day of the conference emphasized actionable points such as the use of blockchain, artificial intelligence, and machine learning technologies in land governance. Discussions also covered the impact of digitalization on GDP growth, the role of Property Cards under the Swamitva scheme, and the objective of “One Nation – One Registration” through the NGDRS.
Enthusiastic participants showcased and shared best practices in six sessions, covering subjects like Land Records Digitization, Bhu-Aadhar or ULPIN Generation, Auto Mutation in Land Management, and the use of digitization for credit access.
The second day centered on the theme of “Anytime, Anywhere Registration.” Smt. Nidhi Khare, Secretary of the Department of Land Resources, highlighted the importance of cross-learning, recognizing the different stages of land management modernization across states. Emphasizing a four-point agenda for discussion, she called for process streamlining, legal reforms, technology utilization, and the documentation of best practices.
Enriching deliberations during the second day included sessions on Amendments in the Registration Act, 1908, featuring presentations by UIDAI and state representatives. Discussions also covered best practices in Regulatory Compliance, with presentations from states like Kerala, Andhra Pradesh, Jammu & Kashmir, Madhya Pradesh, Karnataka, Gujarat, and SDU NIC Pune.
A session on the B-Ready Framework provided insights into the World Bank’s framework, with presentations by DPIIT, New Delhi, and the State of Assam. About 200 delegates, including officers from Revenue and Registration Departments, IGRs of State Governments/UTs, and representatives from key Central Ministries/Departments, participated in the conference. The event facilitated knowledge exchange, showcased innovations, shared successful case studies, and provided mutual learning opportunities across various sectors.
